Is the deoxygenated blood which flows towards the heart is blue in colour ? if not why are veins which carry them are blue in colour ?

Human blood is red in colour, whether it is oxygenated or deoxygenated. It is actually a misconception that blood that flows in veins are blue in colour as it lacks oxygen. When people are suffocating, their lips and skin appears bluish in colour may be due to this it is believed that deoxygenated blood appears blue in colour.
