In polynomial exponent of a variable in a polynomial must be a whole number. Expression with exponent of a variable in fraction and negative number is not considered as a polynomial.

In expretion $y+\frac{2}{y}$

$\Rightarrow y+2y^{-1}$

Then as per definition exponent is -1 or negative then this is not polynomial
