Is the value of the determinant different along different r o w s and columns can we evaluate one's column in the area of the triangle and get the same answer?

Yes You will Get the same Answer Irrespective of the Row You have took.

For example If you have Taken the first row . You have to Solve to going to the next element in the row and so on.

And you can't expand by taking one element from one row and one from the other.

You should expand sideways from rows. you can take the row you want .
