  4. Triethylamine can be produced by mixing ethyl bromide and anhydrous ammonia in 100% ethanol by heating for three hours, separating the result, distilling the alcohol, and then converting hydrochloric acid to its hydrochloride salt.

Hence, triethylamine is basic.
