Is water a stronger base than chlorine ion?

Normally in a pure state,water is neither acidic nor base. That is it have a PH of 7. Water becomes base or acidic when it reacts with acids or base respectively. It means that,when water reacts with an acid it acts as a base. So if the acid is very strong water will also act as a stronger base. In that case it can act as a stronger base than chlorine ion. But in general,we cannot say correctly that water is stronger base than chlorine as the nature and streangth of water depends upon the compound with which it reacts.
