Yes $0$ is a rational number.

$0=\frac{0}{1}$

$0=\frac{0}{-1},0=\frac{0}{2}-----$ etc.

So it can be written in $\frac{p}{q}$ from where $p,q$ are integers and $q\ne 0$.
