We can draw a parallelogram with side length 4 cm and 9 cm for e.g.

Step 1: Draw AB = 4 cm.

Step 2: Draw angle 60 at B and mark a point C along the same angle at 9 cm.

Step 3: Draw a line parallel to AB passing through C measure 4 cm and mark D on it.

Step 4: Join A, B, C& D to get the parallelogram ABCD.

Now, in step 2, we can change the angle and we can get different parallelograms. So, there are infinite parallelograms possible with adjacent sides as 4 cm and 9 cm.
This is because the minimum number of independent measurements that are needed to construct a parallelogram is 3.
