First of all, the compound has complex positive part therefore, according to IUPAC convention positive part will be named first.
Oxidation state of Cu be "x"
x+4×0=+2
x=+2
Since 4 amino groups are present. It will be called as tetraammine. Copper(II) is the central metal. It will be tetraamminecopper(II).
Now finally since sulphate is the counter ion, so it's full IUPAC name will be tetraamminecopper(II) sulphate.
