Let the total weight of the flour be x g.

We know,
Total flour used
= Weight of flour used by James + Weight of flour used by Ben

$⟹$ 1500 = $\frac{1}{3}$x + $\frac{1}{2}$x

$⟹$ 1500 = $\frac{2+3}{6}$x

$⟹$ 1500 = $\frac{5}{6}$x

$⟹$ x = 1800 g

$\therefore$ Flour wasted
= Total flour - Flour used
= 1800 - 1500
