Say:

Jax says it is 5 paperclips long while Jane says it is 3 paper clips long.

Steps:
Both Jane and Jax are following the rules of measurement, i.e., the clips are not overlapping and are kept in a straight line, touching each other like a chain.
The only difference is that Jax’s clips are smaller than Jane’s clips.
Thus, both of their measurements are correct.
This difference is because of the size of the clips.
