Option C: 'If not' will not be used here, because it is not a connector. By connector, we mean a conjunction, that connects two sentences or clauses. To join these sentences, we need a conjunction, like 'else'.
'If not' is a phrase that means 'perhaps even', e.g. 'hundreds if not thousands have died'.
But, it is not a conjunction-phrase.
Hence option C can be eliminated.
Option B: 'Although' is used to connect ideas that are contrasting. Here, the sentence is not expressing contrasting ideas, so option B is incorrect.
