Let $x$ be the breadth of rectangle.
Therefore,
Length of rectangle $(l) = (x + 3)$
Perimeter of rectangle $= 38 m$
As we know that,
Perimeter of rectangle $= 2 (l + b)$
$∴ 2 ((x + 3) + x) = 38$
$\Rightarrow 2 x + 3 = \frac{38}{2}$
$\Rightarrow 2 x = 19 - 3$
$\Rightarrow x = \frac{16}{2} = 8 m$
Therefore,
$l = x + 3 = 8 + 3 = 11 m$
Hence the length and breadth of rectangle is $11 m$ and $8 m$ respectively.
