In January 1918, the Constituent Assembly rejected Bolshevik's measures. Lenin sent in troops and dismissed the assembly. He argued that the Assembly was elected in uncertain conditions and that the All Russian Congress of Soviets was more democratic and accurately reflected the will of the people. He was adamant on ending Russia’s involvement in the First World War. In March 1918, he achieved it by signing the peace treaty with Germans at Brest Litovsk.
