Let us assume the co-ordinates of point P be c,d while the co-ordinates of point Q be (l,m).

Given, P and Q are at same distance from the origin, i.e OP=OQ(1)

Origin, O=(0,0)

Using distance formula, d=x1-x22+y1-y22

c-02+d-02=l-02+m-02c2+d2=l2+m2

Squaring both side, we get,

c2+d2=l2+m2(2)

Let R=(x,y),S=1,-1

OR=OS (equivalence class)

Put the value of R and S in equation 2, we get,

x2+y2=2

Thus, the set is x2+y2=2.
