Solution

Speed of thief = 12km/hr
speed of train = 60km/hr

Thief and train are moving in same direction.

Real Speed of thief = 12 + 60 = 72 km/hr

speed of police = 80 km/hr

speed of thief w.r.t police =
(real speed of thief - speed of police) = 72-80 = -8km/hr
