Solution

Speed of train = 60 km/h
Speed of theif = 12km/h

Since theif is running inside the train

Speed of thief in train = 60 + 12 = 72 km/h

Speed of police car = 80km/h

speed of thief w.r.t police car = 80-72 = 8km/h.

This is done assuming everyone are moving in the same direction
