Light is a transverse wave, how can it propagate through vacuum?

Light and other electromagnetic waves are self-propagating. These are propagated by the oscillations of the electric and magnetic fields. A changing electric field produces a changing magnetic field and a changing magnetic field produces a changing electric field. Thus, an electromagnetic wave is self-propagating and does not need a medium to travel through.
