H is made up of 3 lines. There are 2 parallel lines and 1 line is perpendicular them.

For A:

A is made up of 3 lines. Each of the 3 intersect the other two lines but are none of them are parallel or perpendicular.

L is made up of 2 lines that are perpendicular to each other.

For F:

F is made up of 3 lines. 2 of the lines are parallel and 1 line is perpendicular to these 2 lines.

Thus, only the letter A cannot be made using parallel and perpendicular lines.
