For (-2 , 3), the abscissa (or x coordinate) is negative and ordinate (or y coordinate) is positive. So (-2, 3) lies in IInd quadrant.

For (-3, 0), the ordinate (or y coordinate) is zero. So (-3,0) lies on the X-axis.
