We know that anode is attached to the positive terminal of the battery and the cathode is attached to the negative terminal of the battery. Hence, negative ions move towards the anode. Here $O^{2 -}$ migrates to the anode and loses it 2 electrons to form neutral O atom. This O atom then combine to form $O_{2}$ gas at the anode.
