Magnetic field can accelerate a charge particle at rest -when the magnetic field is time varying but uniform w. r. t position why

Dear student,
a magnetic field can not accelerate the charge particle kept at rest.
we know that force on a charge particle in a magnetic field is given by
F= q v ∗ B , ∗ represents cross product.
and since particle is at rest so velocity is zero and hence magnetic force will be zero and hence their will be no acceleration due to magnetic field.
