We know that average emf induced in the loop is,

Eav=ΔϕΔt

Average current induce in the loop is,

iav=EavR=ΔϕRΔt

Total charge flown through the loop is,

q=iavΔt=ΔϕRΔt×Δt=ΔϕR

Initial flux linked with the loop is,

ϕ1=B1A=2t×(0.2)2=0 [t=0]

Final flux linked with the loop is,

ϕ2=B2A=2t×(0.2)2

=0.08t=0.08×2=0.16 Wb [t=2 s]

q=ϕ2ϕ1R=0.1604

q=0.04 C

Hence, (C) is the correct answer.
Why this question :
The total charge flown depends upon resistance of the loop, initial flux and final flux only. It does not depend on the time during which the flux changes.
