  1. Magnetic Fields to interact one must posses its own magnetic field. So, whether its stationary permanent magnet or moving permanent magnet, both possess their own magnetic field. Hence, Magnetic Fields will interact with them.
  2. Now, for the electric charges, all the charges possess electric field however varying electric field will only posses the magnetic field. For varying the electric field, a charge must be moving. Therefore, moving charge will also interact with magnetic field.
  3. The stationary charge will have uniform electric field due to which it won't posses the magnetic field and hence won't interact with the magnetic field.
