Whenever a magnetic material is placed near a magnet, it starts behaving like a magnet first through the process of induction, and then it gets attracted. So, we can say that magnetic induction precedes attraction.
For example, when a piece of iron is brought to a near end of a magnet, it starts to induce magnetism. The iron piece will become a magnet first then it is attracted.
A charged body attracts light particles due to induction, for eg. a negatively charged rod when brought to a small piece of metal foil, will start attracting each other.
