Photosynthesis is light driven synthesis of carbohydrates. The carbon is taken in the form of carbon dioxide from air and water is absorbed from soil. The solar energy is trapped by chlorophyll molecules. So the process depends on availability of carbon dioxide, water, chlorophyll molecules and light. Further been a biological process it also depends on temperature and other environmental conditions. But on a clear day most important variable is availability of carbon dioxide. Even if there is plenty of light, a plant cannot photosynthesise if there is insufficient carbon dioxide.
