Manganese oxide, lead oxide and red lead can oxidize HCl liberating chlorine as these metals Mn, Pb are less electronegative than chlorine and oxidize HCl catalytically by air to form elemental chlorine gas. F,O,N are more electronegative so they do not react with HCl.
