To make changes to power-sharing arrangements between the centre and the states, the parliament alone cannot make any decision relating to the power sharing arrangement. Any proposed change has to be first approved by both the Houses of the Parliament, Rajya Sabha and Lok Sabha, with at least two-third of the majority. Then the proposed change has to be approved by the legislatures of at least half of the total states.
