In each case, there are two forces acting in opposing directions.

In the first two cases, force is acting in opposite directions, but the magnitude of forces are not same. Thus, the forces are unbalanced forces. The block moves in the direction of net force.

In the last case, even though the forces are acting in opposite directions, the magnitude of the forces are same and the applied force is balanced. Hence it remains constant.
