Group 13 elements form electron deficient hydrides since they have only 6 electrons on the valence shell even after forming bonds with hydrogen atoms. They generally form polymers because of their electron deficiency.
Group 14 elements form electron precise hydrides since they have octet configuration on valence orbit and they do not have a lone pair on their valence shells.
Group 15-17 elements have atleast one lone pair on their valence orbits hence they form electron rich hydrides.
Boron belongs to group 13.
Carbon belongs to group 14.
Oxygen belongs to group 16.
Hence they form electron deficient, electron precise and electron rich hydrides respectively.
