Lord Curzon served as the British Viceroy from 1899 to 1905. He wanted to consolidate and strengthen the British imperial rule in India. He passed the Universities Act in 1904 through which he imposed strict official control over the universities which were centres of nationalism. In the same year, he passed the Indian Official Secrets Act which restricted the press's freedom. The Indian Official Secrets Act had provisions for declaring information leakage by someone illegal and punishable.
