The Explosives Substance Act was implemented in 1908, and it banned the manufacture and use of explosives. The Newspaper Act was implemented in 1908, which allowed the court to confiscate paper mills from publications that were found to publish "offensive" material. Meanwhile, the Swadeshi Movement was in full swing, and small-scale industries like Lakshmi Cotton Mill were being established to promote the manufacture and use of local products.
