The RTE act or the 'Right to Free and Compulsory Education Act, 2009’ was framed to ensure that more children can get access to primary education. In 1986, the central government started a scheme known as 'Operation Blackboard' to improve the standard of schooling. In 1994, the District Primary Education Programme (DPEP) was started with an idea of 100 percent enrolment of students in primary schools of a district. The ‘Mid-day Meal’ scheme was started in 1995. It is a programme which provides a nutritional lunch to school going children in government institutions.
