Solution

The tangent of a circle is a special case of the secant when the two end points of the corresponding chord coincide.
From an external point $$P$$, only two tangents ($$PA$$ and $$PB$$) can be drawn. 
Also, both the drawn tangents are equal in length.

Hence, maximum $$2$$ tangents can be drawn from an external point to a circle.
