For a month of $30$ days, the number of weeks a month has,

And, for a month of $28\mathrm{or}29$ days, the number of weeks a month has,

$\frac{28}{7}=4\mathrm{weeks}\mathrm{or}\frac{29}{7}=4\mathrm{weeks}1\mathrm{day}$

Hence, a month has $4$ weeks.
