Mere availability of resources does not bring development i a region.This is so because for proper development of resources appropriate technology, knowledge and institutions are required. Some regions are very rich in resources but they are underdeveloped because there is no proper institutions or technology for using these resources in an appropriate way.

But some regions are scarce in resources. They have to import them from outside.But still they have become developed because they have proper technology and institutions to utilise resources in a proper way.
