Finding the number of shirts

Total length of cloth available
$=30m=3000cm(1m=100cm)$
Shirt made by using $2m30cm$ or $230cm$ cloth =1

Shirt made by using $30m$ cloth
$\frac{1}{230}\times 3,000$
$=13.04$
$=13shirts$
Cloth required to make 13 shirts
$=230\times 13$
$=2,990cm$

Finding length of cloths left
Remaining cloth $=3000cm-2990cm=10cm$

Hence, 13 shirts can be made and $10cm$ cloth will be left.
