The correct option is B suitable temperature
The conditions necessary for germination of seed are oxygen, water and suitable or optimum temperature.
The seeds germinate in a narrow range of temperature 25°C to 35°C. Above and below this temperature they would not germinate. Since the temperature in the refrigerator is too low lower than 25°C , they don't get the suitable temperature in refrigerator.
As moist seeds are kept in refrigerator, they have access to water. Also oxygen is provided to the moist seeds from the air. Carbon-dioxide gas is not needed for germination.
