Moment of force F about an axis AB
= Torque of force F about an axis AB

We know,
Torque (τ)=r×F
Torque about axis AB is component of r×F along AB which is zero.
Then r×F should be perpendicular to AB.
As r×F is perpendicular to F
F should be parallel or intersecting AB.
Also when force passes through the axis of rotation, torque about that axis will be zero.
Both (a) and (b) are correct.
