Solution

Stomata are the small openings present underneath the leaves of the plants with the help of which plants breathe in air. In water lilies, the leaves float on the surface of the water. In such condition, if the stomata are present underneath, it would be difficult for them to breathe in oxygen. Hence, in water plants stomata are present on the upper surface.
