The correct option is C
Lets take circuit referred to low voltage side,

Watt meter reading = VIcosϕ

cosϕ=100220×2.5=0.1818

sinϕ=sin(cos1(0.1818))=0.9833

Ic=I0cosϕ=2.5×0.1818=0.4545 A

Im=I0sinϕ=2.5×0.9833=2.46 A

Rc=VIc=2200.4545=484 Ω

Xm=VIm=2202.46=89.43 Ω

option c is the only equivalent circuit matching.
