Vinegar (Acetic acid) reacts with baking soda (sodium bicarbonate) to from sodium acetate salt along the carbon dioxide gas and water. This can be represented as:

Acetic acid + Sodium bicarbonate Sodium Acetate+ Carbon dioxide + Water

The given change is an example of chemical change since new substances are formed in this reaction along with the evolution of gas. This evolved gas turn lime water milky by the formation of calcium carbonate precipitate.
