The shell with completely filled electrons mean the valence electrons are 8.

Step-2:

Number of valence electrons in the valence shell = 8

Number of valence electrons + 10= Number of group

So, the element belong to group 18.

Step-3:

Number of valence shell = 2

Number of valence shell = Number of period

So, the element belong to period 2.

Final answer:

Therefore, the element that has two shells and completely filled electrons is Neon (Ne). Neon belongs to period 2 and group 18.
