The ionization energy required to remove an electron from an outermost shell of the isolated atom. Hence the highest I.E in the periodic table is of Fluorine (F).

The negative electron gain enthalpy is the energy released in the addition of the electron in an outer most shell of the isolated atom. Hence the highest electron gain enthalpy is of Chlorine(Cl).
