The phenomenon that leads to situation like XO in humans is known as Turner's syndrome. It is formed by the union of an allosome free egg (22+0) and a normal X sperm or a normal egg and an allosome free sperm (22+0). The individual has 2n = 45 chromosomes (44+XO) instead of 46. Such persons are sterile females who have rudimentary ovaries, undeveloped breasts, small uterus, puffy fingers, webbed neck and abnormal intelligence. They may not menstruate or ovulate.
