Fractional distillation is the method used for concentrating dilute HNO₃.
A constant boiling mixture is formed of nitric acid with water containing 68 of acid.
When boiling there is no change in its composition, the vapour and gas escape together at this temperature.
Therefore nitric acid cannot be concentrated beyond 68% by distillation of dilute solution of nitric acid.
