This is because the gravitational force between two bodies on earth are themselves insignificant due to insignificant masses and G value of the order 10 power -11. This force is very very less to impart any acceleration

also, this force is insignificant compared to the force between themselves and earth.

so bodies will move towards earth rather than towards each other.
