The correct option is B Lithium
Lithium is not a noble gas. In order to be a noble gas, an element must have all its valence orbitals filled in neutral atom state like helium just has 1s-orbital in its outer shell which is fully filled with two electrons, hence helium is a noble gas. In case of hydrogen, it has one electron in its valence orbital, i.e., partially filled valence shell, hence it's not a noble gas.
