The conditions are: (1) there are at least two waves, (2) the waves are in different directions, and (3) the waves overlap.

Next there are some conditions that are nice to have if you wish to easily observe the interference, but are not technically required to have constructive and destructive interference. These are: (1) the multiple waves should be coherent, (2) the multiple waves should be the same wavelength, and (3) the multiple waves should be polarized the same.

Some might say that the light MUST be coherent (rather pure wavelength and polarization, but interference happens just as much with incoherent light. It is just that with incoherent light the interference is sort of averaged out and you can only observe it if you pass the light through a narrow filter and perhaps a polarizer.
