OF NEWTONS LAWS OF MOTION ONLY SECOND AND THIRD LAW IS INDEPENDENT . WHAT DOES THIS MEAN ?

It is written that out of three laws of motion only second and third law of motion are independent which means that they are not dependent on other quantities where as first law depends on the external force applied.
