$1000$ inhabitants $60\%$ are male $=\frac{60\times 1000}{100}=600$

Then female inhabitants are $=1000-600=400$

In $600$ male inhabitants $20\%$ literate $=\frac{20\times 600}{100}=120$

In whole $1000$ inhabitants $25\%$ are literate $=\frac{25\times 1000}{100}=250$

Female inhabitants are literate $=250-120=130$

Then $\%$ of literate female $=\frac{130}{400}\times 100=32.5$.
